As a flexible framework designed to help measure and manage GHG emissions, the protocol serves as a background reference for implementing Executive Order 13514, which President Obama signed on October 5, 2009. The Executive Order requires federal agencies to report and reduce their GHG emissions over time.

The Environmental Protection Agency (EPA) released new rules Thursday that require newly built natural gas power plants to cut 90 percent of their emissions by 2032, and existing fossil fuel-run power plants will have to comply or exit the grid by 2039.

Under California's Regulation for the Mandatory Reporting of Greenhouse Gas Emissions (MRR), industrial sources, fuel suppliers, and electricity importers must report their annual GHG emissions to the California Air Resources Board (CARB).

The states that now have mandatory GHG emission reporting requirements include: California, Connecticut, Delaware, Florida, Iowa, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Rhode Island, Washington, West Virginia, Wisconsin and Vermont.

The U.S. Environmental Protection Agency released a new regulation Thursday morning that would require coal-fired power plants to reduce their greenhouse gas emission by 90% by 2039, moving up a previous requirement by one year.
