The Subdivision Final Public Report ("Public Report") is a disclosure statement for the public which permits the sale or lease of lots, parcels or units within a subdivision.

In California, a landlord must deliver a written notice of intent to sell the property 120 days before showings can begin. Then, landlords can give tenants a 24-hour written or oral notice before a showing.

Public reports contain information of vital importance to prospective buyers including covenant, conditions and restrictions which govern the use of property, costs and assessments for maintaining homeowners' associations and common areas, and other material disclosures.

There are seven types of Public Reports, but the ultimate one obtained for a new subdivision is a Final Public Report (called a WHITE). A Public Report is a disclosure statement which provides consumer protection in the sale of subdivided land, including air space subdivisions.

The public report discloses significant consumer information about the particular subdivision for which it is issued. All prospective purchasers must be given a copy of the public report and must be given a chance to read it before any binding contract is signed.

Preliminary Public Report a.k.a. “Pink” report – printed on pink paper. Allows the subdivider to advertise the project and to take reservations and deposits. No Purchase contracts may be signed under this report and all deposits are refundable.

On some occasions a developer may apply for a Preliminary Public Report, also known as a Pink Report, which will allow a developer to advertise and take reservation deposit monies for the sale or lease of lots, parcels or units within subdivision.
