The Caribbean Basin Economic Recovery Act (CBERA) was implemented on January 1, 1984, and has no set expiration date. CBERA generally provides for duty-free entry of goods into the United States from designated beneficiary countries.

The CBTPA, an expansion of the 1983 Caribbean Basin Initiative (CBI), sought to address those issues. In particular, the CBTPA extended preferential tariff treatment to textile and apparel products assembled from U.S. fabric that were previously excluded from the program.

CBTPA countries are a subset of CBERA countries with expanded duty free access to the U.S. market.

Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Costa Rica, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Netherlands Antilles, Panama, St. Kitts and Nevis, St. Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, British Virgin Islands.

The CBI is intended to facilitate the development of stable Caribbean Basin economies by providing beneficiary countries with duty-free access to the U.S. market for most goods.

Initially launched in 1983 through the Caribbean Basin Economic Recovery Act (CBERA), and substantially expanded in 2000 through the U.S.-Caribbean Basin Trade Partnership Act (CBTPA), the CBI currently provides 19 beneficiary countries with duty-free access to the U.S. market for most goods.
