Attendance in Kindergarten Kindergarten is not compulsory. Compulsory attendance begins at age six. A child enrolling in school for the first time may be placed in kindergarten, rather than first grade, if he or she is between the ages of four to six years old.

The Pennsylvania School Code mandates that school officials are to accept a sworn statement (such as an Affidavit) by the non-parent caregiver that affirms the above requirements. The sworn statement is acceptable proof for the school district to enroll the child living in the non-parent caretaker's home.

Specifically, a child who has attained the age of six on or before September 1 must enroll and attend school or begin a home school program that year.

No other information can be required, as a condition of enrollment, (other than the information in #3 below) before a resident child is enrolled in school.

In Pennsylvania, the state allows each district decides to set its own open enrollment policies. Open enrollment refers to whether parents can send their children to any public school, regardless of where it is located.
