CSRS provides a generous lifetime annuity to civil servants after retirement, based on their age, average salary, and years of service. In 1987, Congress created the Federal Employees Retirement System to replace CSRS. All new federal employees receive their benefits from FERS.

In several ways, the CSRS was a more generous retirement system than FERS. For instance, under CSRS, all retirees received cost-of-living adjustments, even if they retired young. FERS retirees usually receive a cost-of-living adjustment only if they retire at 62 or later.

If a CSRS employee dies, recurring monthly payments may be made to the surviving spouse if he/she completed at least 18 months of creditable service and was covered under the Civil Service Retirement System (CSRS) at the time of death.

Minimum retirement age (55 to 57, based on your year of birth) with 30 or more years of creditable service. Age 60 with 20 years or more of creditable service. Age 62 with five or more years of creditable service.

The maximum benefit you can receive from CSRS is 80 percent of your high-3 average salary, plus credit for your sick leave. This limit generally affects only those who have more than 41 years 11 months of service when they retire.

It was replaced by the Federal Employees Retirement System (FERS) for federal employees who first entered covered service on and after January 1, 1987.

The FERS is a three-tiered plan made up of: a basic annuity, Social Security, and. a tax-deferred retirement savings and investment plan called the Thrift Savings Plan (TSP).
