The Texas Administrative Code (TAC) is a compilation of all state agency rules in Texas. There are 17 titles in the TAC. Each title represents a subject category and related agencies are assigned to the appropriate title.

It is the responsibility of the attorney or person seeking service of process to determine when to obtain and to secure personal service of process upon the Secretary of State.

A full TAC citation may look like this: 1 Tex. Admin. Code § 3.25 (2009). The first number is the title, the number after the section symbol is the chapter and section number, and the year establishes which edition of the TAC you are referring to.

Code sets that characterize a general business situation, rather than a medical condition or service. Under HIPAA, these are sometimes referred to as non-clinical or non-medical code sets. Compare to medical code sets.

The Texas Secretary of State compiles and maintains the Code, and makes it available for free online. However, the Secretary of State does not interpret or enforce the Texas Administrative Code. Generally, that task falls to the agencies that promulgated the rules.

Westlaw provides the full text in its Texas Administrative Code database, located in the Directory under U.S. State Materials > Texas > Administrative & Executive Materials. Westlaw also has historical versions of the TAC, dating back to 2002.
