Dwellings on Farm and Forest Lands In EFU zones, dwellings are allowed in seven different circumstances, including primary farm dwellings, accessory farm dwellings, relative farm help dwellings, non-farm dwellings, lot-of- record dwellings, replacement dwellings and temporary hardship dwellings.

Designated Forest Land must be at least 5 acres that are primarily devoted to and used for growing and harvesting timber. If there is a residence on the parcel, a minimum 1 acre building site is excluded from the classification and will remain fully taxable.

Timber Excise Tax The State of Washington imposes an excise tax of 5% of the stumpage value on the harvest of all timber on public or private lands for commercial or industrial use (see RCW 84.33. 041 and RCW 84.33. 046). This is known as the timber excise tax or, alternatively, the forest excise tax.

This classification requires a minimum of 5.00 contiguous acres in the same ownership devoted to growing and harvesting timber. Land must be actively managed for timber production (not simply maintained in its natural state) and must meet minimum stocking level requirements.

Forest land means all land which is capable of supporting a merchantable stand of timber and is not being actively used for a use which is incompatible with timber growing.
