The first ethanol blended with gasoline for use as an octane booster occurred in the 1920s and 1930s, and was in high demand during World War II because of fuel shortages.

There are three general categories of ethanol-gasoline blends: E10, E15, and E85. E10 is gasoline with 10% ethanol content. E15 is gasoline with 15% ethanol content, and E85 is a fuel that may contain up to 85% fuel ethanol.

Minnesota is a national leader in ethanol policy and development. We were the first state to mandate the use of ethanol in our fuel supply and today state law requires that all gasoline sold in Minnesota contain 10 percent ethanol (E10). Currently, Minnesota is home to 18 ethanol plants.

The federal government provides an array of subsidies to increase the consumption of biofuels such as corn ethanol. The subsidies include tax breaks, grants, loans, and loan guarantees. The government also imposes a mandate to blend biofuels into gasoline and diesel fuels.

The Energy Information Agency (2005) describes the history of ethanol. Ethanol's first use was to power an engine in 1826, and in 1876, Nicolaus Otto, the inventor of the modern four-cycle internal combustion engine, used ethanol to power an early engine.

The U.S. government will provide a $0.45/gal "blender's tax credit" for petroleum refiners to blend corn ethanol which is equal to a $5.4 billion dollar subsidy.
