Selling tickets Maximum price per ticket is $100 ($250 for enhanced raffles). Tickets must be consecutively numbered or printed with letters or symbols that don't repeat. No free tickets or tickets as gifts. Tickets must be sold for the same price. Ticket must only be sold by the organization's members.

To conduct a legal bingo or raffle in Wisconsin, a charitable bingo or raffle license is required. It is not legal for businesses or individuals to conduct raffles in Wisconsin as they do not qualify for either type of license.

Reporting Raffle Prizes Generally, an exempt organization must report raffle prizes if (a) the amount paid reduced, at the exempt organization's option, by the wager (the amount a person paid for the chance to win a prize), is $600 or more; and (b) the payout is at least 300 times the amount of the wager.

Only non-profit organizations that have been in existence in Colorado for five or more years are eligible to be licensed and conduct bingo and/or raffles.

​All raffles in Wisconsin require a raffle license in order to be legal.

Use of the term "raffle" is acceptable when tickets are randomly distributed and there is no financial donation connected with the allocation of tickets. For events such as a Night, the term "drawing" must be used instead of the term "raffle".

You must have a license for each different raffle. Raffle tickets may only be sold in the State of Illinois. Your raffle application must be completed in full before the license is issued. The presiding officer and a secretary or manager of the organization must sign the license.

Each license costs $25 and are valid for one year. Separate applications for Class A and B raffles must be made, even if both are held the same day. Approval takes four to six weeks.
