The member shall initiate the request for transfer to the Fleet Reserve. The member submits the applications for transfer (NAVPERS Form 1830/1--formerly NAVPERS Form 630), to the Chief of Naval Personnel. That official (or designee) then determines whether the member meets the eligibility requirements for transfer.

Fleet reserve members are included as “covered members” under the statute giving the Secretary of Defense authority to order “retired members” to active duty. Courts have described fleet reserve members as, “for all intents and purposes, retired” and as “recent retirees.”

Members can retire after 20 combined years of active duty and reserve service. Retirement income begins at age 60, with qualifying service, for the rest of your life. * These figures are in “tomorrow's dollars” and have been adjusted to reflect average pay.

The minimum number of points to be eligible for non-regular retirement at the age of 60 with 20 qualifying years of service is 1,000 (50 points per year) with a corresponding retirement pay equal to 6.94% (1,000/360 x 2.5=6.94%) of basic pay or high three average of basic pay.
