Solid Waste Authority of Central Ohio (SWACO) is one of 52 single and multi-county solid waste management districts established under Ohio's solid waste management program. The primary goal of the State's solid waste management program is reducing reliance on landfills for solid waste disposal in Ohio.

The Planning Unit oversees the 52 solid waste management districts who are tasked with ensuring that Ohioans have opportunities to reduce, reuse, and recycle their waste and that solid waste is managed properly.

About the Franklin County Sanitary Landfill (FCSL) The FCSL is a municipal solid waste landfill designed to protect the environment regulated by the Ohio Environmental Protection Agency. Every year, approximately a million tons of waste is disposed of at FCSL.

The main purpose of the state plan is to reduce Ohio's reliance on using solid waste landfill facilities to manage solid waste. To do this, the state plan establishes the waste reduction and recycling goals for both the State and Ohio's 52 solid waste management districts (SWMDs).
