The California Tax Credit Allocation Committee (CTCAC) facilitates the investment of private capital into the development of affordable rental housing for low-income Californians. CTCAC allocates federal and state tax credits to the developers of these projects.

The LIHTC program reduces the federal tax liability in exchange for the acquisition, rehabilitation, or construction of affordable rental housing units that will remain income and rent restricted over a long period (55 years for California).

Most kinds of properties (single-family, multi-family, apartment complexes, and townhouses) can qualify for the LIHTC credit. An LIHTC housing project must agree to rent to tenants whose average income is below the area's median income, and this commitment must be maintained for a period of 15 years.

How do tax credits work? A tax credit is a dollar-for-dollar reduction in your income. For example, if your total tax on your return is $1,000 but you are eligible for a $1,000 tax credit, your net liability drops to zero.

To be eligible for the program, a family's gross annual income must be below 50% of the Area Median Income (AMI) in Los Angeles County. Seventy-five percent of new admissions must have gross annual incomes at or below 30% of the AMI. The U.S. Department of Housing and Urban Development (HUD) determines the AMI yearly.

Use Form 8586 to claim the low-income housing credit. This general business credit is allowed for each new qualified low-income building placed in service after 1986. Generally, it is taken over a 10-year credit period.
