  2. Begin by filling out Section A of MT-2 Form 1, indicating whether your request is for a Letter of Map Revision (LOMR) or a Conditional Letter of Map Revision (CLOMR). Ensure you select the correct option as this will guide the rest of your submission process.
  3. In Section B, list all communities and map panels that are affected by the proposed changes. Indicate the types of flooding involved and provide a unique project name or identifier for future reference.
  4. Also in Section B, select the affected FEMA Zone Designations and specify the basis of your request and the type of revision. If applicable, select any structures that are affected by the changes.

  9. Continue through the subsections of MT-2 Form 2, ensuring you include necessary mapping requirements in Section C and adhere to common regulatory requirements in Section D.

If a property owner believes their property has been incorrectly mapped in a Special Flood Hazard Area, homeowners, property owners, or their representatives may submit a request to the Federal Emergency Management Agency (FEMA) for a Letter of Map Change (LOMC).

A LOMA is a Letter of Map Amendment. It is a document from FEMA which states that while a structure, or portion of property, is mapped within the flood zone; it is not at risk for flooding based on the elevation of the structure, or portion of the property. How will a LOMA help me?

LOMA – A Letter of Map Amendment (LOMA) is an official amendment, by letter, to an effective NFIP map. A LOMA establishes a property's location in relation to the SFHA. LOMR – A Letter of Map Revision (LOMR) is an official revision, by letter, to an effective NFIP map.

LOMRs can result in a physical change to the existing regulatory floodway, the effective Base Flood Elevations (BFEs), or the Special Flood Hazard Area (SFHA). LOMR reviews take up to 90 days to process, are subject to an appeal period, and usually become effective within six months after they are issued.

This is a letter that reflects an official change to an ef- fective Flood Insurance Rate Map. These letters are issued by FEMA to revies or ammend an existing flood map and can remove a property or reflect a change in flooding condition.

Communities participating in the Community Rating System (CRS) are required to use the FEMA Online Elevation Certificate, FEMA Form FF-206-FY-22-152 (formerly 086-0-33).

For all Letter of Map Revision, Conditional Letter of Map and Physical Map Revisions: For individual or community requests, these forms should be used for revisions to effective Flood Insurance Study reports, Flood Insurance Rate Maps or Flood Boundary and Floodway Maps.
