.fsa.usda.gov/mo. Noninsured Crop Disaster Assistance Program (NAP) The Noninsured Crop Disaster Assistance Program (NAP) is a federally-funded program that helps producers reduce their risk when growing food and fiber crops, specialty crops and crops for livestock feed.

WASHINGTON, Sept. 27, 2023 – The U.S. Department of Agriculture (USDA) today announced that it will begin issuing more than $1.75 billion in emergency relief payments to eligible farmers and livestock producers.

Industrial crops, including those used in manufacturing or as feedstock for renewable or bio-based products. Value loss crops, such as aquaculture, Christmas trees, ginseng, ornamental nursery and turf-grass sod. Seed crops with stock produced for sale as seed stock for other eligible NAP crop production.

PLC provides assistance for low prices, where low is less than 100% of the effective reference price (ERP) that Congress defined. ARC-IC provides assistance when average per acre revenue from all program crops planted on an ARC-IC farm unit is less than 86% of its per acre benchmark revenue.

Crop Losses Noninsured Disaster Assistance Program (NAP) pays covered producers of covered noninsurable crops when low yields, loss of inventory, or prevented planting occur due to natural disasters (includes native grass for grazing). Eligible producers must have purchased NAP coverage for the current crop year.

USDA's Farm Service Agency (FSA) considers the total quality loss caused by all qualifying natural disasters when a crop was impacted by multiple events to determine QLA eligibility and payments. To apply, participants must file one application (FSA- 898) that includes all eligible crops that suffered a quality loss.

The Noninsured Crop Disaster Assistance Program (NAP) administered by the U.S. Department of Agriculture (USDA) Farm Service Agency (FSA), provides financial assistance to producers of non-insurable crops to protect against natural disasters that result in lower yields or crop losses, or prevents crop planting.

The Pandemic Cover Crop Program (PCCP), offered by USDA's Risk Management Agency (RMA), reduces producers' overall premium bills and helps them maintain their cover crop systems. To receive the benefit, producers must file a Report of Acreage form (FSA-578) by March 15, 2022.

While many think of NAP as providing coverage for fruits and vegetables, any crop that's commercially produced and grown for food, or planted and grown for livestock consumption, or for fiber, and crops grown under a controlled environment, such as mushrooms or floriculture crops, may be eligible for NAP coverage.
