Back in 1997, the Texas State Government passed Texas House Bill 588, commonly known now as the “Top 10 Percent Law.” The original purpose of HB588 was to increase diversity within and improve access to Texas state schools, including flagship universities like Texas A&M University.

Top 10% Rule To meet the requirements, you must graduate in the top 10% of your class at a recognized public or private high school in Texas or a high school operated by the U.S. Department of Defense and be a Texas resident or eligible to pay resident tuition.

Passed into law in 1997 and first starting in 1998, the Texas top 10% rule guarantees automatic admission to all public universities in the state for residents graduating from a recognized Texas high school in the top 10% of their class.

Concurrent and dual enrollment partnerships provide high school students the opportunity to take college credit-bearing courses. NACEP defines concurrent enrollment as the subset of dual enrollment courses taught by college-approved high school teachers in a secondary environment.

Texas A&M University had the highest numerical increase with 2,433 more students, growing from 67,165 in 2022 to 69,598 in 2023. The A&M System had seven of the top 12 highest percentage increases in enrollment from fall 2022 to fall 2023 for public universities in Texas.

To curb that decline, Texas lawmakers created a “race-neutral” program known as The Top 10% Plan, aimed at giving a broader group of Texas students opportunities to attend state universities by automatically admitting those who graduated in the top 10% of their high school classes.
