Everyone entering the U.S. needs an I-94 or I-94W form except: American citizens. Returning resident aliens. Non-U.S. citizens with immigrant visas.

Do travelers still have to fill out a declaration form? No. Travelers will answer CBP inspection-related questions electronically via their smartphone or tablet. If a traveler has already filled out a CBP declaration form, it can be turned in to a CBP Officer.

Visiting the U.S. & Arriving Via a Land Border or Selected Ferry? A Form I-94 is needed by all visitors except: U.S. Citizens, returning resident aliens, aliens with immigrant visas, and most Canadian citizens visiting or in transit. Travelers will be issued an I-94 during the admission process at the port of entry.

If you are a U.S. citizen planning to travel abroad, you must comply with the document requirements for that country. For a list of Foreign Consular Offices in the U.S. visit the U.S. Department of State website. Each individual arriving into the United States must complete the CBP Declaration Form 6059B.

Form I-94 is the DHS Arrival/Departure Record issued to aliens who are admitted to the U.S., who are adjusting status while in the U.S. or extending their stay, among other things. A CBP officer gen- erally attaches the I-94 to the non-immigrant visi- tor's passport upon U.S. entry.

Yes I-94's are still issued for temporary non-immigrant admissions to the U.S. though they're now generated electronically. To get a copy the you'll have to visit the I-94 portal at the CBP website. Paper ones are still issued to certain category of immigrants such as those paroled in the U.S. or asylees.
