Minnesota has reciprocity agreements with Michigan and North Dakota. You are not subject to Minnesota income tax if, in 2023: You were a full-year resident of Michigan or North Dakota and returned to your home state at least once a month.

​​The reciprocity agreement between Wisconsin and Minnesota expired January 1, 2010. The agreement allowed residents of one state to file a single income tax return with their home state if they worked across the border. The cancellation affects people in Wisconsin and Minnesota.

You may claim exempt from Minnesota withholding if at least one of these apply: You meet the requirements and claim exempt from federal withholding. You had no Minnesota income tax liability last year, received a refund of all Minnesota income tax withheld, and do not expect to owe state income tax this year.

Reciprocity. Minnesota has agreements with neighboring states to provide lower tuition for Minnesota residents to attend public colleges and universities in those states. This is called reciprocity. Typically, non-resident admission fees and tuition are reduced (or eliminated) if you're a reciprocity student.

Who is eligible to participate? Minnesota has separate tuition reciprocity agreements with North Dakota, South Dakota, and Wisconsin covering all public postsecondary institutions in those states.

Who's Eligible for Tuition Reciprocity Benefits? If you're a Minnesota resident (including eligible undocumented students), you're eligible for reciprocity benefits if you attend any Wisconsin technical college, or any two- or four-year public college or university in Wisconsin.
