The purpose of the Marine Corps Junior Reserve Officers' Training Corps program, commonly referred to as “Junior ROTC,” is to instill a value of citizenship, service to the United States, personal responsibility, and a sense of accomplishment. It does not seek any particular commitment to the military.

Upon graduation, midshipmen who complete all academic requirements in the NROTC program are commissioned as Ensigns in the Navy or Second Lieutenants in the Marine Corps. Although it is not current policy, in the future some midshipmen may be commissioned temporarily into the Individual Ready Reserve (IRR).

Chaired by the President, the membership of the NSTC is made up of the Vice President, the Director of the Office of Science and Technology Policy, Cabinet Secretaries and Agency Heads with significant science and technology responsibilities, and other White House officials.

The Naval Reserve Officers Training Corps (NROTC) Marine Option allows those with a fighting spirit the opportunity to earn a commission in the United States Marine Corps as they complete their studies at a participating college or university.

The Naval Reserve Officer Training Corps commissions individuals into either the United States Navy as an Ensign or the United States Marine Corps as a Second Lieutenant. While attending college, these prospective officer candidates are known as Midshipmen.

NSTC is headquartered in historic Building 1 (the "clock tower building") at Naval Station Great Lakes. Naval Station Great Lakes is a large and busy place.

Marines. Congress established the Junior ROTC under the National Defense Act of 1916. Certain requirements as stipulated by Congress under U.S. Code: Title 10, Section 2031 must be satisfied in order to participate in a JROTC program.

The NSTC convenes Federal S&T leaders and establishes clear national goals for science and technology policy and investment. The Council prepares research and development strategies that are coordinated across Federal agencies aimed at accomplishing multiple national goals.
