How do I become tax exempt in Arizona?

The department created exemption certificates to document non-taxable transactions. This establishes a basis for state and city tax deductions or exemptions. It is to be filled out completely by the purchaser and furnished to the vendor at the time of the sale. Please click here for Exemption Certificate forms.

Form 5011 is a questionnaire for the seller to determine if the purchaser qualifies as an out-of-state resident.

To qualify for most property tax exemptions, requirements regarding both ownership and use of the subject property must be satisfied. However, some exemption statutes only contain a property-use requirement (e.g., property must be “used for”, “used in”, “used as”).

In general, nonprofit organizations in Arizona are not exempt from the Transaction Privilege and Use Tax passed on by vendors. However, as vendors themselves, nonprofits in Arizona are generally exempt from the transaction privilege tax for retail sales.

Arizona state income tax brackets and rates depend on taxable income, tax-filing status and residency status. For the 2022 tax year (taxes filed in 2023), Arizona has two income tax rates: 2.55% and 2.98%.

Arizona Forms 5000 are used to claim Arizona TPT (sales tax) exemptions from vendors. Arizona Forms 5000A are used to claim Arizona TPT (sales tax) exemptions from vendors when making purchases for resale where tax will be collected on the retail sale to the end user.

Businesses that perform the following activities are subject to TPT and must be licensed. retail sales. restaurants/bars. hotel/motel (transient lodging) commercial lease. amusements. personal property rentals. contracting. severance (metal mining)

For nonresidents from all other states with a higher state tax rate than Arizona's 5.6 percent TPT rate and allow credit against their state excise taxes for the state tax paid in Arizona, the state TPT and all local taxes apply to the sale if the nonresident takes delivery of the vehicle in Arizona.
