A refugee claimant who withdraws their claim loses the right to make a refugee claim. There is no right to make another claim and it is very difficult to reinstate a claim that has been withdrawn. Also, the claimant will not be able to get health benefits from the Interim Federal Health Program.

The eligibility interview is only to determine if you are eligible to enter the Refugee Claim process so your application can be sent to the Immigration & Refugee Board (IRB) for a refugee hearing. This is not your refugee hearing and a positive outcome does not mean you are accepted as a refugee.

The primary difference between a refugee and an asylee is that a refugee is granted refugee status while still outside the United States; an asylum seeker is granted asylee status after entering the country or while seeking admission at a port of entry.

Who is a refugee Refugees. Migrants. Asylum seekers. Internally displaced persons. Stateless persons.

You are a Protected Person if the IRB decides that you need protection, or if you are a “Convention Refugee”. You are also a Protected Person if CIC has approved your Pre-Removal Risk Assessment.

Refugee – a person who is forced to flee from persecution. Convention refugee – a person who meets the refugee definition in the 1951 Geneva Convention relating to the Status of Refugees.

A Refugee claimant, also referred to as an asylum seeker, is a person who has fled their country and is asking for protection in another country.

Acknowledgement of Claim This document provides the claimant with proof that they have made a claim. It can be presented to medical professionals as proof of Interim Federal Health Program (IFHP) coverage until an eligibility decision is rendered and a Refugee Protection Claimant Document (RPCD) is issued.
