The Open Public Records Act (OPRA) is a New Jersey law that governs public access to government records maintained by public agencies in New Jersey.

SECTION 1 – OPRA DEFINED What is the Open Public Records Act (OPRA)? OPRA is the State statute that replaces the old “Right to Know Law” which governs the public's access to government records in New Jersey. The law is compiled in the statutes as N.J.S.A. 47:1A-1 et seq.

Created under OPRA, the Government Records Council (GRC) is tasked with responding to inquiries and complaints about the law from the public and public agency records custodians. The GRC issues advisory opinions on the accessibility of government records and delivers training on the law.

Open Public Records Law – N.J.S. 47:1A-1 et seq. If the custodian is unable to comply with a request for access, the custodian shall indicate the specific basis therefor on the request form and promptly return it to the requestor. The custodian shall sign and date the form and provide the requestor with a copy thereof.
