The Risk Management Program (RMP) Rule implements Section 112(r) of the 1990 Clean Air Act amendments. RMP requires facilities that use extremely hazardous substances to develop a Risk Management Plan. These plans must be revised and resubmitted to EPA every five years.

The RMP rule requires facilities that use extremely hazardous substances to develop a Risk Management Plan which: identifies the potential effects of a chemical accident, identifies steps the facility is taking to prevent an accident, and. spells out emergency response procedures should an accident occur.

The regulations at 40 CFR §§68.58(a) and 68.79(a) state that owners or operators must certify that they have evaluated compliance with the applicable prevention program provisions at least once every three years to verify that established procedures and practices are adequate and are being followed.

The CAA 112(r) program is designed to prevent accidental releases of chemicals through a program of preparedness, response and prevention.

The Risk Management Program (RMP) includes a set of facilities under the Emergency Community Right to Know Act (EPCRA) that have extremely toxic or flammable hazardous substances used in a single process.
