  11. Complete Line 9 with the adjusted current year taxable value from Current Year Form DR-420, Line 15.
  12. For Line 10, divide Line 8 by Line 9, and then multiply by 1,000 to find the adjusted current year rolled-back rate.
  13. Moving to Line 11, enter the rolled-back rate for maximum millage levy calculation, based on whether Line 10 was adjusted or not.
  14. On Line 12, input the adjustment for change in per capita Florida personal income as provided by the Department of Revenue.
  15. Calculate Line 13, which is the majority vote maximum millage rate allowed by multiplying Line 11 by Line 12.
  16. For Line 14, determine the two-thirds vote maximum millage rate allowed by multiplying Line 13 by 1.10.
  17. Enter the current year adopted millage rate in Line 15.
  18. Indicate the minimum vote required to levy the adopted millage on Line 16 by checking the appropriate box.
  19. Depending on the checked box on Line 16, enter the corresponding maximum millage rate on Line 17.

Ad Valorem (Property) Tax If you own property in Florida, that property is assessed annually by the county property appraiser. This assessment determines the amount of ad valorem taxes owed each year on your property. Ad valorem or property taxes are collected annually by the county tax collector.

A non-ad valorem assessment is a special assessment or service charge which is not based on the value of the property. Non-ad valorem assessments are assessed to provide certain benefits to your property including services such as landscaping, security, lighting, and trash disposal.

Certain property tax benefits are available to persons 65 or older in Florida. Eligibility for property tax exemptions depends on certain requirements. Information is available from the property appraiser's office in the county where the applicant owns a homestead or other property.

Examples of non-ad valorem taxes are storm water utility, solid waste, security and fire and rescue. These assessments are above and beyond the ad valorem tax which accounts for your real property. These non-ad valorem assessments may appear on your Notice of Proposed Property Taxes (TRIM Notice).

Truth in Millage establishes the statutory requirements that all taxing authorities levying a millage must follow, including all notices and budget hearing requirements. The TRIM requirements also provide for maximum millage levies for counties, municipalities, and independent special districts.

To determine the ad valorem tax, multiply the taxable value (assessed value less any exemptions) by the millage rate and divide by 1,000. For example, $100,000 in taxable value with a millage rate of 5.0000 would generate $500 in taxes. The Property Appraiser certifies the values and exemptions on the tax roll.
