Cancellation of Debt Incurred as Student Loans If all or a portion of your student loans are paid for by a third party or cancelled, the payment or cancellation is taxable if it falls within one of Pennsylvania's eight classes of taxable income.

PURPOSE OF FORM Complete Form REV-419 so that your employer can with- hold the correct Pennsylvania personal income tax from your pay. Complete a new Form REV-419 every year or when your personal or financial situation changes. Photo- copies of this form are acceptable.

Eligibility income earned, received, or realized by nonresidents or part-year residents while residing outside Pennsylvania that is not taxable for Pennsylvania personal income tax purposes. Military pay earned while on federal active duty and federal active duty for training outside Pennsylvania.

Child also includes a grandchild of a grandparent and a foster child of a foster parent. Therefore, a son or daughter, a grandchild, or a foster child can be claimed as a dependent for PA-40 Schedule SP if the child is claimed as a dependent on the federal income tax re- turn of the taxpayer.

Some types of income are exempt from Pennsylvania state income tax, including child support, alimony, unemployment payments, and some capital gains on the sale of a primary residence. Some deductions are allowed for contributions to educational savings accounts and medical or health savings accounts.

If a return is filed on time and the tax liability is not paid in full, a five (5) percent underpayment penalty will be imposed on the unpaid balance after the original due date of the return.

Retired persons and individuals that have low income and did not have PA tax withheld may have their PA tax liabilities forgiven.

The state of Pennsylvania requires you to pay taxes if you are a resident or nonresident who receives income from a Pennsylvania source. The state has a flat income tax rate of 3.07% and a sales tax rate of 6%.
