The Oakland City Council adopted the Rent Adjustment Program Ordinance (OMC Chapter 8.22) in 1980. This ordinance sets the maximum annual rent increase based on the annual Consumer Price Index (CPI) increase and handles rent adjustments for claims of decreases in housing services and handles other rent-related matters.

However, as of May 1, 2022, landlords may serve tenants with notices of rent increases for no more than the current cap, which is 2.7%.

Landlord may increase rent once every 12 months, limited to 3% of the current rent, or the regional Consumer Price Index (CPI), whichever is higher. Rent increases are expressly subject to the provisions of AB 1482 California Tenant Protections Act (Cal. Civ.

​RAP PROVISIONS If your unit is covered, your rent can only be raised by the annual allowable increase, which is calculated every year. The annual allowable rent increase is either 60% of the Consumer Price Index (based on the rate of inflation) or 3%, whichever is lower.

Raising rent in California Landlords are allowed to raise rent by a maximum of 10% every 12 months. That means if the CPI change is above 5%, the maximum increase caps at 10%.

Pursuant to Alameda Municipal Code Section 6-58.60(B), the Annual General Adjustment for September 1, 2022, through August 31, 2023, is 3.5%.

However, as of May 1, 2022, landlords may serve tenants with notices of rent increases for no more than the current cap, which is 2.7%. Q: Can I be evicted for "no fault," such as an owner move-in? A: No. The City Council has prohibited no-fault evictions until 30 days after the local emergency expires.

For an increase in rent that is 10 percent or less (in any 12-month period), owners must provide tenants with at least 30-days' advance notice. If an owner gives more than one rent increase per year and those increases total more than 10 percent, the owner must give tenants a 60-day advance notice.
