Lane Transit District (LTD). Employers are also required to withhold the Oregon statewide transit tax of 0.1% from the wages of (1) Oregon residents (regardless of where the work is performed) and (2) nonresidents who perform services in Oregon.

Taxes that provide operating revenue for TriMet are administered and collected by the Oregon Department of Revenue. Effective January 1, 2023, the tax rate increased to 0.8037% of the wages paid by an employer and the net earnings from self-employment for services performed within the TriMet District boundary.

Oregon's personal exemption credit is available to you if: You can't be claimed as a dependent on someone else's return, and. Your federal adjusted gross income isn't more than $100,000 if your filing status is single or married filing separately or isn't more than $200,000 for all other filing statuses.

If you have net self-employment earnings greater than $400 from business or service activities in or delivered to the TriMet or LTD districts, you must pay transit self-employment tax.

Who must file and pay? All employers, including nonresident employers, who are paying wages earned in the LTD districts must register and file with the Oregon Department of Revenue. Wages include all salaries, commissions, tips, bonuses, fees, payments to a deferred compensation plan, or other items of value.

The Statewide Transit Tax is imposed on the wages of each employee, but the employer is responsible for withholding, reporting, and remitting the Statewide Transit Tax.

If an employee is an Oregon resident but your business isn't in Oregon, you can withhold the tax as a courtesy. Employees are not exempt from the statewide transit tax withholding, even if they are exempt from federal income tax withholding. As the employer, you do not pay the Oregon transit tax.
