Smart Start is a statewide initiative that begins serving young children at birth with high quality child care, health and family support services. Education begins at birth, so it's important to reach children early.

North Carolina, like 30 other states, doesn't mandate kindergarten enrollment. Districts must offer kindergarten, with eligibility starting at 5, but attendance isn't compulsory until a child turns 7.

Now accepting applications for 2023-2024! NC Pre-K is a free, state-funded high quality early care and education program that aims to enhance children's school readiness. The program is offered for 6 ½ hours a day for 10 months.

Although the names sound similar, these programs are not related. Head Start is a federally-funded preschool program that targets low-income 3 and 4 year olds. Smart Start is funded through state and private funds and provides a variety of services for children less than 6 years of age and their families.

The first question is easy to answer. If the child reaches the age of five years on or before August 31st of the year he is presented for enrollment, the child is eligible to enroll. If his fifth birth date falls on or after September 1st, the child is not eligible to enroll. Proof of age can be required.
