AUTHORITY OF THE COAST GUARD. The Coast Guard is the dominant federal agency with the statutory authority to prescribe and enforce standards or regulations affecting the occupational safety and health of seamen aboard inspected vessels.

The Coast Guard provides law and maritime safety enforcement, marine and environmental protection and military naval support. Part of the Department of Homeland Security during peacetime, the Coast Guard operates under the Navy during times of war.

(a) The Coast Guard may make inquiries, examinations, inspections, searches, seizures, and arrests upon the high seas and waters over which the United States has jurisdiction, for the prevention, detection, and suppression of violations of laws of the United States.

The jurisdiction of the U.S. Coast Guard is defined within 33 U.S. Code Chapter 3 (Navigation and Navigable Waters), which specifies all navigable waters of the United States landward from the Exclusive Economic Zone.
