Extraordinary Quarters Allowance (EQA) (DSSR 138 and DSSR 960 EQA Worksheet): An employee and eligible family members at a foreign posting may receive EQA when they are required to vacate their permanent quarters partially or completely because of renovations/repairs or unhealthy or dangerous conditions.

U.S. military and DOD civilians living in Europe have a great opportunity to utilize their overseas housing or living quarters allowances (OHA or LQA) to help pay down their mortgages. The monthly allowance amount is adjusted based on the price of the house, not the financing schedule.

Eligibility for LQA is based on the employee's status when applying for an overseas (foreign area) position. Employees hired from stateside will typically receive LQA, but it is important that all employees consult HRO because of the rules and regulations governing LQA eligibility.

Q1: What is LQA and what does it cover? reimburse employees for suitable, adequate living quarters at posts where the U.S. Government does not provide quarters. LQA may be used to pay for rent, utilities, and fees required by local law. (See DSSR 131.2 for a complete listing.)

As with the stateside Basic Allowance for Housing (BAH), OHA financial allotments are based upon location, rank, and dependents. And you are allowed to use OHA to buy foreign property. A notable difference, however, is that OHA is assigned a “cap” and any OHA amount not used is not kept.

Is LQA taxable? No, LQA is not taxable income.

Living Quarters Allowance (LQA): This allowance is granted to an employee to help defray the annual cost of suitable, adequate living quarters for the employee and his/her family at a foreign post where government-leased or -owned housing is not provided.
