Rules of Origin In general terms, under the COTPA a good is originating when: The good is wholly obtained or produced entirely in the territory of the Parties (Colombia, the United States or both); The good is produced entirely in the territory of one or more of the Parties and.

* Origin criteria include not only the definition of originating goods but also other provisions such as 'accumulation' (considering originating goods of a party as that of another party) and 'de minimis' (allowing the use of non-originating material(s) up to a certain limit).

Certificates of origin are official documents which confirm the origin of the good based on the requirements under a specific FTA. They also need to describe the good in sufficient detail to enable their identification by the customs authorities in the country of importation.

Blanket period. Include the blanket period if the certification covers multiple shipments of identical goods for a specified period of up to 12 months as set out in Article 5.2 (Claims for Preferential Treatment).

Certificates may be for a specific shipment or multiple shipments. Certificates issued for multiple shipments will include a date range, i.e., “blanket period” during which certification will be valid. The blanket period can be for a maximum of 365 days.

How to Complete an Electronic Certificate of Origin Manually create the certificate of origin form. Deliver or courier it to the chamber. Wait for an appropriate staff member to review and certify the certificate. Return it to the exporter's office.

(a) The validity of the Certificate of Origin shall be 12 months from the date of its issuance.
