Diabetic retinopathy, also known as diabetic retinitis, is rated from 10 to 100 percent for impairment of visual acuity or field loss, pain, rest requirements, or episodic incapacity, combining an additional rating during periods of active pathology. 38 C.F.R. § 4.84a, Diagnostic Code 6006.

In fact, there are eight main attributes of scars that the VA looks at when characterizing scars: Your scar is 5 inches (13 cm) or more in length. Your scar's widest width is at least one-quarter (¼) inch (0.6 cm) The surface of your scar either elevates or depresses when pressed upon.

The following are the rating criteria (38 CFR § 4.79) for 10/200 vision in one eye: 90 percent disability rating: “In the other eye 10/200 (3/60)” 80percent disability rating: “In the other eye 15/200 (4.5/60)” 70 percent disability rating: “In the other eye 20/200 (6/60)”

A 10 percent rating for this disability is warranted for localized scars, atrophy, or irregularities of the retina, centrally located, with irregular, duplicated enlarged or diminished image, unilaterally or bilaterally. In this case, the veteran's condition is a scar of the cornea rather than the retina.
