Per state guidelines effective 2008, Handicapped parkers must pay for the maximum time allowed by the meter, before the free 24 hour overtime exception applies. They must also possess a valid and up to date registration card, hangtag and/or license plate. Please see attached guideline for further info.

New Jersey allows these military veterans to receive a disability identification card, placard, and license plates by submitting to the MVC a statement from the Department of Veterans Affairs certifying that they are 100 percent disabled.

If you park in a space reserved for people with disabilities that has a parking meter, your vehicle must display the parking permit or plates and the metered parking waiver for you to legally park in that space and not pay the fee.

The Persons with a Disability placard will authorize the driver to park any vehicle in a wheelchair symbol parking space so long as the qualified person designated on the Person with a Disability Identification Card is in the vehicle and has their ID card with them.

If a handicapped space is not available, you may park at any street meter or lot (excluding permit-required lots). Per NJ Law, when parking at a metered space, a driver with a placard or handicapped license plate must put the appropriate amount of money in the meter.

Generally, the MVC requires four to six weeks to issue plates and placards; additional time should be allowed for mailing. The Wheelchair Symbol Plate and Placard Checklist is available to help ensure that the application form is completed accurately. Using the checklist will help avoid delays in processing.

To apply for plates or a placard, complete the Application for Vehicle License Plates and/or Placard for Persons with a Disability (Form SP-41). There is no fee for either the license plates or the placard. A copy of the vehicle registration must be included with the plate application.

Accessible car parking spaces must be at least 8 feet wide. Accessible van parking spaces must be at least 11 feet wide. The access aisle for both accessible car and van spaces is required to be a minimum of 5 feet.
