GS-2 is the 2nd paygrade in the General Schedule (GS) payscale, the payscale used to determine the salaries of most civilian government employees. The GS-2 pay grade generally marks an entry-level position.

A new General Schedule (GS) employee is entitled to have pay set at step 1 of the employee's grade. An agency may also opt to use the superior qualifications and special needs pay-setting authority. Under this authority, an agency may set pay up to step 10.

Each grade has 10 step rates (steps 1-10) that are each worth approximately 3 percent of the employee's salary. Within-grade step increases are based on an acceptable level of performance and longevity (waiting periods of 1 year at steps 1-3, 2 years at steps 4-6, and 3 years at steps 7-9).

New for the 2023 GS Pay Scales The White House announced their proposal for a 4.1% average increase in Federal wages, along with a 0.5% increase for locality pay, for a 4.6% total average increase. This is the largest pay raise for Federal employees in 20 years.

2023 GS rate: $32,357 (after 4.1% across-the-board increase). 2023 locality rate: $38,162 ($32,357 x 1.1794). 2023 special rate: $39,910 ($32,357 + $7,553 special rate supplement).

GS-3 or GS-4: typically internships, student jobs or lower level administrative work. GS-5 to GS-7: mostly entry-level and administrative positions. GS-8 to GS-12: mostly mid-level technical and first level supervisory positions. GS-13 to GS-15: Top-level technical and supervisory positions.

Pay scale. A General Schedule (GS) pay scale is one of many pay systems in the federal government. A GS pay grade is a rate of basic pay based on the specific level of work or range of difficulty, responsibility and qualifications. The GS pay schedule has 15 pay grades and 10 steps in each grade.

As a GS employee, you have to wait one year to increase to a step 2, 3, or 4. You must wait two years before increasing to step 5, 6, or 7. Lastly, you must wait three years before increasing to step 8, 9, or 10. This means that if you join TTS at step 1, you'll proceed to step 2 the following year.
