And now when it rains, the water (often called runoff or stormwater) runs off roofs and driveways into the street. Runoff picks up fertilizer, oil, pesticides, dirt, bacteria and other pollutants as it makes its way through storm drains and ditches - untreated - to our streams, rivers, lakes and the ocean.

An SWPPP is required by Texas Commission on Environmental Quality (TCEQ) and by your construction and/or general permit and will help you prevent stormwater pollution.

Stormwater management measures may be implemented as part of state, tribal, or local programs for a variety of purposes, including the protection of water resources, aquatic wildlife habitat, and land from increased contaminants and flood risks.

Tip: Most regulators will refer to this plan as a SWPPP, pronounced “swip,” which rhymes with 'drip.

A SWPPP may also be called a “construction best practices plan,” “sediment and stormwater plan,” “erosion, sedimentation, and pollution prevention plan,” or similar term. The SWPPP (or similarly named plan) is generally required to comply with EPA's or the state's stormwater construction general permit.

The NPDES stormwater program regulates some stormwater discharges from three potential sources: municipal separate storm sewer systems (MS4s), construction activities, and industrial activities. Operators of these sources might be required to obtain an NPDES permit before they can discharge stormwater.
