We have more figurative language in line 7 too ("counting all our tears and sighs") that emphasizes the severity of the truth behind those masks. The words "all our" tell us that there are many tears and many sighs to "count" and they don't just belong to the speaker.

Throughout the poem, the mask functions primarily as a tool for deception. The members of the speaker's community all “wear the mask” to conceal their pain and suffering, thereby fooling the outside world into the belief that they are in fact content. But the mask doesn't merely symbolize deception.

In lines 6 and 7, the speaker poses a rhetorical question: "Why should the world be over-wise / In counting all our tears and sighs?" While this question suggests that "the world" the speaker refers to would be unsympathetic to their plight, it also offers that, perhaps, the world does not deserve to know the anguish ...

This debt we pay to human guile; With torn and bleeding hearts we smile, Line 3 tells us that the people wearing these masks owe it all to "human guile." Fancy word check: "guile" simply means a sort of deceitfulness, not being real.

The poem is about the experiences of Black individuals in the United States in the time following the Civil War. The hiding of one's feelings behind a mask is an instance of deceitfulness. The speaker and his audience are deceiving the world by denying them the knowledge of their truths.
