A TSCA certificate is a self-declaration document to show customs that all chemical substances imported into the United States either comply with the Toxic Substance Control Act (TCSA) at the time of import (positive certification) or not subject to TSCA requirements (negative certification).

TSCA Requirements for Exports Under TSCA section 12(b), any person who exports or intends to export a chemical substance or mixture that is subject to certain TSCA regulations is required to notify the Agency.

Federal law says that all chemical imports must be accompanied by a certification form that states that the chemical is being imported in compliance with TSCA regulation.

The Toxic Substances Control Act of 1976 provides EPA with authority to require reporting, record-keeping and testing requirements, and restrictions relating to chemical substances and/or mixtures. The Toxic Substance Control Act (TSCA) authorizes the EPA to regulate and screen all chemicals produced or imported into the United States to prevent unreasonable risks to health and the environment. As a research group, you must determine if TSCA applies to your laboratory activities.

The TSCA Inventory is a list of more than 80,000 chemicals in commercial production and use in the United States. If a chemical is not on it, a company generally must file a premanufacture notice (PMN) with EPA 90 days prior to commercial production.
