In parliamentary procedure, especially the Westminster system, a document is laid before the house or Laid on the Table of the House when it is formally recognised as having been made available for members of a deliberative assembly to read.

An Act of Parliament creates a new law or changes an existing law. An Act is a Bill that has been approved by both the House of Commons and the House of Lords and been given Royal Assent by the Monarch. Taken together, Acts of Parliament make up what is known as Statute Law in the UK.

A "motion to regret" allows members of the Lords to express their opposition to legislation without stopping it. A "motion to take note" allows the expression of opinion without implying disapproval.

Some bills are published in draft for consultation before introduction. The bill may then go through a process of pre-legislative scrutiny where it is considered by a Parliamentary committee or committees. The committee will take evidence and make recommendations to the government on the bill.

An explanatory note is a kind of legal amendment to another document or contract that adds expanded information or further notes that would be necessary for consideration of the entire agreement. An explanatory note can contain any kind of information deemed relevant or necessary.

The SI is 'laid' in ance with the enabling Act, normally before both Houses of Parliament. This usually occurs between 10.00am and 5.00pm. SIs can be laid during recesses and prorogation but not during dissolution.

The super-affirmative procedure involves an additional stage of scrutiny where Parliament considers a proposal for a statutory instrument before the statutory instrument is formally presented ('laid'). This procedure is used for statutory instruments that are considered to need a particularly high level of scrutiny.
