Close to 100 percent of districts use the state's English proficiency assessment, the ELPAC (Figure 1), to reclassify students at each grade level. 6 Among districts using the ELPAC, approximately 90 percent at each grade level also require an overall performance level of 4, as required by the state since January 2019.

English Learner Redesignation Redesignation is a term that describes a process that districts and schools develop to determine when English Learners (ELs) are Fluent English Proficient (FEP) and can transition successfully to classrooms, with minimal English Language Development (ELD) support.

RFEP: Reclassified Fluent English Proficient—This student was initially an English Learner, but has met the criteria for reclassification and is no longer in need of an additional support class. The student's progress is monitored for four years after reclassification in order to ensure academic success.

Reclassification is the process whereby a student is reclassified from English learner (EL) status to Fluent English Proficient (RFEP) status. Reclassification can take place at any time during the academic year, immediately upon the student meeting all the criteria.

If listening, speaking, reading, or writing domain scores are less than four but meet an average Overall PL 4, should the students be reclassified? Yes. The student should be reclassified. Only ELPAC Overall PL 4 was approved as the statewide standardized English language proficiency (ELP) criterion.

Students remain classified as an English Learner (EL) until they achieve proficiency in English on a variety of criteria. Students who are classified as EL are retested annually.

Reclassification is when a child demonstrates language proficiency sufficient to be successful in their academic classes. A high level of English proficiency is necessary to provide access for college and career.
