Noises are considered to be at an acceptable level if they are between 40 and 60 decibels, or match the ambient background noise – whichever is higher. Any sound above acceptable levels is generally considered noise pollution.

A loudspeaker can't disturb others between the hours of 11 p.m. and 7 a.m. with the exception of 9 a.m. on Saturday and noon on Sundays or holidays. Prohibit sound greater than 45 dB (measured in a neighbouring residence) between the hours of 7 a.m. and 11 p.m.

Noise occurring during the daytime period (7:00 AM to 7:00 PM) receives no penalty. Noise produced during the evening time period (7:00 PM to 10:00 PM) is penalized by 5 dBA, while nighttime noise (10:00 PM to 7:00 AM) is penalized by 10 dBA. Most community development noise standards use the CNEL scale.

The Director of By-law and Regulatory Services may grant an exemption for an event subject to the following conditions: the event relates to live or recorded music or involves the use of a sound amplifying system or sound reproduction device operated in a reasonable manner in the context of the special event.

Noise Exemption Permits can be requested for events or activities that may be in contravention of the Noise Bylaw. Examples include: special events that feature amplified sound, such as concerts or the use of loud speakers.

Noise is not permitted from 11 p.m. to 7 a.m. the next day, except until 9 a.m. on Saturdays, Sundays and statutory holidays. This includes noise from loading, unloading, delivering, packing, unpacking and otherwise handling any containers, products or materials.
