It was adopted in response to the devastating terrorist acts of September 11 (2001) in the United States, following which, the international community recognised the need to protect the international maritime transport sector against the threat of terrorism.

Chapter XI-2 deals with special measures to enhance maritime security and ISPS Code is a supplement which contains mandatory requirements regarding the provisions of chapter XI-2 SOLAS.

The International Ship and Port Facility Security Code (ISPS Code) is a comprehensive set of measures to enhance the security of ships and port facilities, developed in response to the perceived threats to ships and port facilities in the wake of the 9/11 attacks in the United States.

The International Ship and Port Facility Security (ISPS) Code came into force on July 1, 2004 and is applicable to all vessels over 500 grt operating on international trades, as well as the ports that service them.

The ISPS code came into force in 2004, when it was passed as an amendment to the SOLAS (Security of Life at Sea) convention under chapter head IX-2. Under the ISPS Code, appropriate security officers and personnel are assigned to each ship, port facility, and shipping company.

Having entered into force under SOLAS chapter XI-2, on 1 July 2004, the International Ship and Port Facility Security Code (ISPS Code) has since formed the basis for a comprehensive mandatory security regime for international shipping.
