You will need to submit an Application for Vehicle Transaction(s) (VSD 190) along with the $165 title fee, applicable tax form, and a surrendered title or manufacturer's certificate of origin signed to you by the seller. Other supporting documents may be required.

You may only register a vehicle on behalf of the titled owner with a Permission Letter and acceptable form(s) of ID for you and the owner.

You can renew your registration online if: Your renewal or current registration card has a Registration ID and PIN printed on it. The Electronic Registration and Title (ERT) System allows you to complete and print an Application for Vehicle Transaction(s) (VSD 190) online. You cannot currently complete a transfer only transaction using the online system.

These documents include the title, the bill of sale, your identification, and proof of residence, such as an electric bill in your name. The rest of the process will be handled by our staff, and you will be able to take your documents home with the title in your name!

The buyer and the seller of the vehicle must sign the title. Include a bill of sale, and an Odometer Disclosure Statement. Buyers will need to complete the Application for Vehicle Transaction(s) (VSD 190) and Tax Form RUT-50 must be completed as well as part of vehicle sales among private parties.

Since Illinois does not legally require a bill of sale, the DMV does not provide one. Once you have found a form, make sure to print off two copies: one for you and one for the buyer.
