The Navy Command Operating Model (NCOM) describes how the Naval Service delivers its outputs of: Command of the Fleet, Capability Management and Department of State.

Captain (CAPT, O6) Serves as commanding officers of major commands such as aircraft carriers, amphibious assault ships, cruisers, destroyer squadrons, carrier air wings, ballistic missile submarines, submarine squadrons, SEAL groups and major shore installations.

Under mission command, commanders drive the operations process. Commanders use influencing leadership actions, normally issuing broad guidance rather than detailed directions or orders. Commanders limit their use of close personal supervision and intervene in subordinates' actions only in exceptional cases.

Navy. Command duty officers supervise other junior watchkeeping officers such as the officer of the deck. They are typically assigned for ships in port or land naval installations though they may also be found underway on larger warships.

They receive prorated daily pay based on the time they are performing command duties. The rates vary from a high of $150 a month or $5 daily for O-6's to $100 a month or $3.33 daily for O-5's and $50 a month or $1.66 daily for O-4's and below. At this time this pay is only paid by the Navy and it is taxable.

Beards and Moustaches. The Commanding Officer may permit all Naval Service (except RM) male personnel to request to wear full set beards. RM male personnel may wear moustaches at their discretion. Beards and moustaches shall be kept neatly trimmed especially, in the case of beards, at the lower neck and cheekbones.
