FIPS Publication 199 requires agencies to categorize their information systems as low-impact, moderate-impact, or high-impact for the security objectives of confidentiality, integrity, and availability.

The purpose of the Categorize step is to inform organizational risk management processes and tasks by determining the adverse impact of the loss of confidentiality, integrity, and availability of organizational systems and information to the organization.

Confidentiality, Integrity and Availability (CIA) are the three axis defined by the National Institute of Standards and Technology (NIST) to help define the level of risk associated with each type of information and information system and by extension to categorize them in terms of the level of security each needs.

FIPS 199 requires Federal agencies to assess their information systems in each of the confidentiality, integrity, and availability categories, rating each system as low, moderate, or high impact in each category. The most severe rating from any category becomes the information system's overall security categorization.

The process for categorizing information and data consists of determining the potential impact, LOW (L), MODERATE (M), or HIGH (H), to the Confidentiality (C), Integrity (I) and Availability (A) of the information and data.
