The International Ship and Port Facility (ISPS) Code Having entered into force under SOLAS chapter XI-2, on 1 July 2004, the International Ship and Port Facility Security Code (ISPS Code) has since formed the basis for a comprehensive mandatory security regime for international shipping.

The primary objectives in conducting maritime security drills are to practice the skills, test the equipment and validate the procedures relating to the detection and deterrence of maritime security threats.

What is the ISPS Code? The International Ship and Port Facility Security Code (ISPS Code) is a comprehensive set of measures to enhance the security of ships and port facilities, developed in response to the perceived threats to ships and port facilities in the wake of the 9/11 attacks in the United States.

Chapter IX - Management for the Safe Operation of Ships The Chapter makes mandatory the International Safety Management (ISM) Code, which requires a safety management system to be established by the shipowner or any person who has assumed responsibility for the ship (the "Company").

Chapter XI-1 & 2– Special measures to enhance maritime Safety: Special and enhanced survey for safe operation, other operational requirements and ISPS code is briefed in this chapter. Chapter XII – Additional safety measures for bulk carriers: Includes safety requirements for above 150 meters length bulk carriers.

Security drills are to be held on board at least once every three months to promote the effective implementation of the Ship Security Plan. If more than 25% of the crew is changed at any one time, the new joiners are to take part in a security drill within their first week on board.

THE AMENDMENTS TO THE 1974 SOLAS CONVENTION, CHAPTER XI Chapter XI-2, "Special measures to enhance maritime security", addresses the mandatory requirements such as the provision of Ship Security Alert System and also refers to the ISPS Code making it mandatory.
