To protect your right to protest, you must promptly hail “Protest” afer the incident and, if your boat is over 6 meters (19′ 8″) in length, display a red flag. The rules do not allow much delay in displaying a protest flag. Remember to comply with any additional protest requirements stated in the sailing instructions.

Rule 61.1(a) requires that the protesting boat hail “Protest” at the first reasonable opportunity when her protest concerns an incident in the racing area that she is involved in or sees. In all other cases, a protesting boat shall always inform the other boat at the first reasonable opportunity.

On the water - If you believe another boat has broken a rule then you need to hail 'Protest' at the time of the incident, or if the other boat has sailed out of earshot you need to inform them at the first reasonable opportunity. Additionally, if your boat is 6m in length or over you need to display a red flag.

Rule 42 prohibits ooching. For college sailing, the ICSA permits ooching downwind to facilitate planing or surfing, only if planing or surfing is possible. OOCH 1: Torquing to change the fore and aft trim of the boat in phase with the waves is permitted, provided it does not result in pumping the sails.

What is redress? It is compensation given to a boat when, in the words of rule 62, 'a boat's score or place in a race or series has been, or may be, through no fault of her own, made significantly worse'.

A protest flag flown 10–15 seconds after an incident, when a member of the crew is able to retrieve and display the flag in that time and acts to do so, is consistent with displaying the flag at the “first reasonable opportunity.” See also US Sailing appeals US46, US67 and US82.
