USPS Certified Mail rates will increase to $4.15 per mailing. The cost of using the old-fashioned green cards with the traditional U.S. Postal Service Return Receipt service (PS Form 3811) will be $3.35 per mailing. The cost of using the Return Receipt Signature Electronic will increase to $2.10 per mailing.

Fill in the Return Receipt Form PS 3811, commonly known as the Green Card, and attach it to the back of your envelope. The Postal Carrier delivering your Certified Mail will not leave the letter until the Green Card has been signed by someone at the recipient's address.

PS Form 3811, Domestic Return Receipt, includes a barcode and Related Tracking Number for tracking of the proof of delivery as it is being sent to the mailer after delivery of the mailpiece.

If no Proof of Mailing Sender's Receipt or Electronic Return Receipt is needed, simply attach the USPS Form 3800 to your mailpiece and the USPS Form 3811 if a Physical Return Receipt was requested, and hand it to your mail carrier or place in a USPS Postal Receiving Box.
