Power is the ability, whether personal or social, to get things done either to enforce one's own will or to enforce the collective will of some group over others. Legitimacy is a socially constructed and psychologically accepted right to exercise power.

Legitimate power is the formal authority given to a person within an organization. Because it comes from a position or job title, legitimate power is a form of positional power.

Meet your PALS—Power, Authority, Legitimacy, and Sovereignty! In this lesson, students are introduced to these characteristics of government and consider how governments establish and maintain these foundational tenants.

Power is an entity's or individual's ability to control or direct others, while authority is influence that is predicated on perceived legitimacy. Consequently, power is necessary for authority, but it is possible to have power without authority. In other words, power is necessary but not sufficient for authority.

Theocracy is a form of government in which one or more deities are recognized as supreme ruling authorities, giving divine guidance to human intermediaries who manage the government's daily affairs.

The foundation of our American Government, its purpose, form and structure are found in the Constitution of the United States. The Constitution, written in 1787, is the "supreme law of the land" because no law may be passed that contradicts its principles.

Thus, most philosophers think that legitimacy without authority is impossible, or a practically marginal phenomenon. Importantly, this claim is shared by many of the so-called philosophical anarchists – philosophers who think that states do not generally enjoy the authority they claim.

Power but not legitimacy? Yes; powerful peole can take control w/out the people agreeing (through threat, bribe, etc.)
