For a dirt bike to use county or state roads, it must be configured for riding on the roadway. This includes functioning turn signals and mirrors. They must also be registered, tagged, and have proof of insurance just like any other vehicle in Maryland.

In Baltimore, what is considered a dirt bike? Mopeds and scooters are not considered dirt bikes. But minibikes, unregistered motorcycles or any all-terrain vehicles that are not eligible to be registered under the Maryland Vehicle Law are considered illegal.

Electric bikes may ride on roadways where allowed by the Maryland Transportation Authority. Electric bike riders must yield to pedestrians and roadway traffic.

You will need to complete an Application for Certificate of Title (form VR-005) or the application on the reverse of the Maryland title, and an Application for Title Decal for Mopeds, Motor Scooters, ATV's, Off Road Motorcycles and Snowmobiles (form VR-337).

Maryland vehicle law requires all motor scooters and mopeds to be titled and insured. All motor scooter and moped operators must hold a valid driver's license or a moped operator's permit and wear a helmet and eye protection. All motor scooters must display a title decal on the rear of the vehicle.
