The purpose of a Board of Review is to determine the quality of the Scout's experience and decide whether the requirements for the rank have been fulfilled. If so, the board not only approves the Scout's advancement but also provides encouragement to continue the quest for the next rank.

The Invention merit badge was one of the BSA's 57 original merit badges, all introduced in 1911. The first 57 spanned a number of subjects, from Agriculture to Taxidermy. Many of these badges, like Archery, First Aid and Swimming, are still offered today. But the Invention merit badge never seemed to find popularity.

2nd Class Rank The Board of Review should try to perceive how the Scout's patrol is functioning, and how this Scout is functioning within his patrol. Encourage work on the remaining requirements for 1st Class; many of the easier ones may have already been completed.

A troop should consist of at least two approved, unrelated volunteers, and five girls. Once you join Girl Scouts, pass the background check, and get trained, you're ready to get started!

A Board of Review is typically between 15 to 30 minutes, with time increasing as the rank increases. When all board members have asked their questions, the Scout is asked to leave the room. The board members then decide if the Scout is ready for the next rank. The board's decision must be unanimous.

The board can be constituted of district or council Eagle representatives only. Or it can be constituted with members of the community who are not registered Scouters, but then only if they have an understanding of the importance and purpose of the Eagle board.

An Eagle Scout project should not be so simple that you can do it on your own. You need to give leadership to at least two other people. The helpers can be of any age appropriate for the work, and they don't have to be already involved in Scouting.

The Board of Review occurs after a Scout has had his Scoutmaster Conference. It is the last step towards earning a rank advancement. A Board of Review consists of at least three, and no more than six, adult volunteers who are not the Scoutmaster or an Assistant Scoutmaster (Patrol Leader).
