Part 141 describes regulations for flight training institutions and flight schools. Under Part 141, a flight school must seek and maintain FAA approval for its training curriculum, syllabus and lesson plans, creating a more structured flight training environment.

You must take and pass the FAA Commercial Pilot Knowledge Test with a minimum score of 70%. You must pass the FAA Practical Flight Test with a designated pilot examiner (DPE) consisting of an oral examination and checkride, as described in the Commercial Pilot Airman Certification Standards (ACS).

Because the FAA more rigorously monitors Part 141 training, it allows the flight time requirements to be less stringent. Part 61 requires 40 hours of Private Pilot License flight time and 250 hours of Commercial Pilot License. For Part 141, the requirements are 35 hours for private and 190 hours for commercial.

What Is Part 61? Part 61 concerns the requirements for certification for pilots, flight instructors and ground instructors. It regulates several types of licenses as to who is eligible, and it establishes the aeronautical knowledge requirements and flight time requirements.

Part 141 requires eleven hours of solo flight time with at least 100 nautical miles of cross country flight and three landings within that distance. At least one segment must include a 50-nautical-mile straight-line distance between takeoff and landing.

Part 61 is a 'simpler' set of standards to be sure. Despite requiring a bit more time in total hours (and remember these are all minimums) it allows for more flexibility in the process. The initial process can even be completed independently of a school, under a flight instructor.

A person applying for a private pilot certificate in airplanes, helicopters, and gyro-planes must log at least 40 hours of flight time, of which at least 20 hours are flight training from an authorized instructor and 10 hours of solo flight training in the appropriate areas of operation; three hours of cross country; ...

Do Airlines Prefer Part 61 or 141? Under FAA rules, pilot schools can operate under either part. The same licensure requirements pertaining to age, and curriculum still apply, but training hours are different. You must also meet the same standards and demonstrate the same aeronautical knowledge when taking an FAA test.
